Looks like it might be the underside of the glass floor in the Spinnaker Tower in Portsmouth?
Absolutely right! I do have photos taken from the other side of the floor, too; I found it a bit disconcerting to stand on, though.
Disconcerting it is. I went to a press bash there and journalists were lying on the the glass floor, enjoying the sensation of drinking while suspended in mid air.
